Primarily, we act as agents for Not-For-Profit Organizations. We arrange for groups to be licensed to sell 'Nevada' or Break Open Tickets.
We find locations (like convenience stores) who sell the tickets.
We look after the reporting requirements. We try to keep things as simple as possible.
Charity Responsibilities
As the Licensee, each charitable organization is required to conform to all terms and conditions as specified by the Alcohol & Gaming Commission. (see attached)
The Licensee shall maintain all funds in a separate lottery trust account which gives monthly bank statements and returns canceled cheques.
The Licensee shall ensure that total expenses, exclusive of licensing fees, shall not exceed 14 1/2 % of gross receipts.
The Licensee shall designate one bona fide member to be in charge of and responsible for the conduct of the break open ticket lottery.
The Licensee shall be responsible for and guarantee the payment of all prizes.
Each Licensee shall submit a report of the sale of break open tickets as set out in form BOTL-R within 30 days of the expiry of the license.
The Licensee shall remit payment for services rendered within 15 days of invoicing.

Set up a separate account. From our experience, Canada Trust is a good bet. Use the Charity Tracking Form, which is included.
Appoint at least one volunteer to oversee the conduct of the lottery, and make sure that that person understands the process. deadlines. and reporting requirements.
These are the requirements stated by law. In order to operate a successful break open ticket program, you must consider a wide range of marketing, advertising and operational factors. Full Spectrum's recommendations in these areas are outlined in "Guerrilla Tactics..." Please read that section.
Reporting Requirements
Municipalities require both Interim and Final Reports on each License.
Interim Reports arc required when applying for a new license, or when application is made to alter an existing license (je: change of location, extension of license etc.)
Final Reports are due 15 days after the expiry of a license.
Interim and Final Reports must be signed by two board members.
Reports should always be accompanied by copies of current bank statements, and copies of all canceled cheques.
We will assist you in the completion of all reports, however please understand that it is YOUR RESPONSIBILITY to ensure that they are submitted correctly and on time.
You may only disperse funds from the Lottery Trust Account for expenses incurred in the operation of the break open Lottery, or for the areas which were approved in the 'Objects and Purposes ' section of the Application Form.
DO NOT transfer funds from the Lottery Trust Account to your Operating Account.
Remember that YOU MUST pay for the printing of the tickets and the administration of the Lottery BEFORE you disburse funds.
Familiarize yourself with the report forms.
If you use the Charity Nevada Tracking Form, you will never have a problem with the reports.
Failure to comply with the Reporting Requirements may result in your organization being denied further licenses.

TO CHARITY LICENSEES
Full Spectrum Fundraising Strategies will provide the following services:
Finding suitable locations
Preparation of retailers' registration with Gaming Commission
Payment of retailers registration fee ($200.00)**
Training of retailer & supply of 'Full Spectrum Nevada Ticket Guide'
Installation of promotional material
Enforcement of Terms and Conditions
Collection of Lottery Proceeds
Payment of retailer commission
Deposit of Lottery Proceeds to Charity account
Inventory control
Ordering of tickets
Collection of winning tickets
Assistance in completion of Report Forms, Applications etc.
Monitoring of ticket license
Full Spectrum Fundraising Strategies agrees to provide these services on a per box, post performance basis conforming to the Terms and Conditions as established by the Gaming Commission of the Province of Ontario.

NEVADA START-UP REQUIREMENTS CHECKLIST
Prior to a licence being granted by your municipality to sell break-open tickets in a third party location, several criteria and requirements must be addressed. You will be expected to provide:
( ) Your articles of incorporation and the accompanying by-laws of the organization.
( ) A complete list of your board of directors.
( ) Your most recent financial statement or budget.
( ) A description of your programs.
( ) Any newsletters or relevant literature.
( ) A letter requesting permission to sell Nevada Tickets at the specific third party location. You should stress your commitments to the community. Also include how you wish to spend the proceeds in as much detail as possible.
( ) A completed “Application to Manage & Conduct a Nevada Ticket Lottery” Form
( ) A cheque payable to the municipality for their licence fee. The amount varies according to the number of boxes and the municipality’s fee per box.
( ) A cheque payable to Full Spectrum for the retailers’ registration.
( ) Any municipal questionnaires or declarations. (Some municipalities also require police clearances for some members)
( ) According to the Terms and Conditions, “The Licencee shall open and maintain a separate designated lottery trust account to administer all funds related to the conduct of lottery events.” The initial licence fee may be paid from your general account to be reimbursed later, however all subsequent activity must be paid from this lottery account. It must provide you with a monthly bank statement and return cancelled cheques.
